When entering the country via the international airports in Techo, Siem Reap and Sihanoukville, all travelers are required to register for the e-Arrival Card no earlier than 7 days before arrival.
German citizens are entitled to apply for an eVisa (electronic visa).
However, entry with an eVisa is only possible via a limited number of border crossings, these are:
Techo International Airport, Siem Reap Angkor Int. Airport, Cham Yeam (Koh Kong), Poi Pet (Banteay Meanchey), Bavet (Svay Reing), Sihanoukville Int. Airport (no cruise ships), Tropaeng Kreal Border Post (Stung Treng)

For entry via other points, a regular paper visa must be applied for.
