Please plan enough time to apply for your US visa. Appointments for B1/B2 visas are currently allocated with a lead time of several weeks.
German citizen have to apply online for an ESTA (Electronic System for Travel Authorization) at least 72 h prior departure.

ESTA
Citizen of these countrys take part at the Visa Waiver Programme and may apply for an ESTA:

ATTENTION:
- only electronic, biometric passports that are issued after 1st of November 2005 will be accepted for the ESTA registration.
- If you have been in Iran, Iraq, Syria, Sudan, Somalia, Yemen, Libya and or North Korea since 1 March 2011, an ESTA is not possible for you and you need to apply for a visa. More information.
- If you have been in Cuba since 12th January 2021, an ESTA is not possible for you and you need to apply for a visa. More information.
VISA
Travelers that are not authorized for ESTA have to apply for a visa in any case. You can apply for a visa in Berlin, Frankfurt or Munich. The application must be in person at the US Consular Section.
A second pass (without entry stamp of the above mentioned countries (Iran, Iraq, Syria, etc.) does not solve the problem, because it can not be excluded that airlines forward the passenger data to the Homeland Security Ministry of the USA. An appointment must be made and all required documents must be uploaded.
