The embassy now issues visas only to diplomats.
German citizens can obtain a visa on arrival or apply for an eVisa for a business or tourist stay of up to 30 days.

E-VISA
German citizens are also entitled to apply for a so-called E-Visa (electronic visa) online. E-visas for Rwanda entitle to a single entry with a maximum stay of 30 days.
